Position

  • Reports to the Director, Finance and Administration.
  • Four direct reports: a Chief Accountant and 3 Financial Analysts.

Company

  • A federal cultural agency dedicated primarily to the development and promotion of the Canadian film, television, new media and music industries. It reports to the Department of Canadian Heritage.
  • The Corporation provides financial assistance and strategic leverage to the industry in producing high-quality works - e.g. feature films, drama series, documentaries, children's programming, variety shows and new media products - that reflect Canadian society, including its linguistic duality and cultural diversity.
  • Four offices in Canada (Montreal, Toronto, Vancouver and Halifax) along with a European office, located in Paris.
  • 180 employees of which 110 to 120 employees are based at the Montreal head office.

Responsibilities

  • Inform and advise management staff and members of the management committee on: statutory and corporate controls, audits and financial management regulations to be adhered to.
  • Maintain contacts and work closely with the different Federal Government departments.
  • Elaborate the multi-year operations plan based on funding source forecasts and taking into account the Corporation’s strategic orientations and priorities.
  • Establish the structure of the program and administration of the budgets: breakdown of budgets according to fund, program and activity.
  • Ensure continuous monitoring by control of allocations, posting, budget availability, authorizations and compliance with accountability regimes in an environment geared towards decentralization and the delegation of this responsibility to management.
  • Finalize the Corporation’s financial statements, presents them to the audit committee and supervise their publication in the annual report and the public accounts.
  • Take part in meetings and play a decisional role regarding the application for loan guarantees for interim funding of projects.
  • Supervise the application of the Goods and Services taxes and the preparation of monthly declarations.
  • Actively participate in the development and evolution of information systems related to financial and operational management.
  • Plan, organize and direct the financial planning and accounting team.
  • Priorities of the position:
  1. Participate in the modernization project of the "Acivity Based Costing" system: go from an annual to a monthly-based information gathering process (data analysis, diffusion of information, etc.);
  2. Educate management and employees alike to the accounting processes in order to better control costs;
  3. Be up-to date with "Oracle", especially the Financial module.

Profile

  • Perfectly bilingual.
  • Chartered Accountant with 10 years’ experience (with a minimum of 5 years’ in a supervisory capacity), acquired in a Federal Department and/or Services industry, etc.
  • In-depth knowledge of accounting techniques and principles, and of public (an advantage) and private finance, in a computerized environment.
  • Ideally, knowledge of the workings and requirements of Federal authorities, Treasury Board, Receiver General, Ministry of Public Works and other government departments, Auditor General, Revenue Canada and provincial authorities such as Revenue Quebec.
  • General knowledge of the film, television and multimedia industry an asset.
  • Good working knowledge of "Oracle", especially with the Financial module, as well as Excel.
  • Excellent interpersonal skills, organized, structured, with a high level of flexibility and leadership plus strong coaching and management abilities.
